Processing Employment Documents to Work Overseas
Finding an overseas job without the assistance of a recruitment agency is called a direct hire or name hire.
Some of the benefits of finding work this way are:
- No placement fees to a recruitment agency.
- Direct contact with your employer. You are in touch with them from the beginning.
- A feeling of fulfillment. You negotiate it all to your own satisfaction.
- Fewer complications.
- A learning experience you can share with others.
The following is my advice, based upon my experience, about how to successfully complete a direct hire application.
What You Need for a Direct Hire
Many Filipinos find work abroad in this manner, but they must complete certain steps in order to avoid problems.
- Before you do anything else, make sure you have your visa and working permit.
- Depending upon the type of job you will be doing, you are required to process your employment documents and other permits with the Philippine Overseas Employment Administration (POEA).
- After you have completed these steps, you will be a registered Overseas Filipino Worker (OFW) with the benefits of being a member of the Overseas Workers Welfare Administration.
Note that there are different procedures for skilled workers and household workers. The differences are detailed below.
Requirements for Professional and Skilled Workers
When you go to the POEA, be sure to bring a black ballpoint pen and money to pay fees. Professional workers in any field must also bring an original and two photocopies of the following valid documents to the POEA office:
- passport (picture page and last page)
- employment contract
- working visa
- money for fee processing
- 2X2 photos of yourself
- PDOS certificate (this will be issued in the POEA)
- medical certificate (except for Canada, Australia, and New Zealand)
Household Service Worker Requirements
When you go to the POEA, be sure to bring a black ballpoint pen and money to pay fees. Household employees of all types must also bring the original and photocopies of the following documents to the POEA office:

- TESDA NC II for HSW (except for Canada and ex-overseas HSW)

- workers heading for the Middle East, Hong Kong, Taiwan, Israel and China workers need an OWWA certificate on language and culture orientation
- family driver Middle East workers must have personal accident insurance and motor vehicle insurance verified by the POLO/Labor Attache
- PDOS certificate (this will be issued in the POEA)
- medical certificate (except for Canada, Australia, New Zealand)
Pre-Departure Orientation Seminar
Attend your Pre-Departure Orientation Seminar (PDOS) at the scheduled time. All OFWs are required to have a PDOS certificate. It is very important to attend and the seminar will provide information about the country where you will live and work. Keep your PDOS certificate and have it photocopied.
Medical Examination Requirement
Have your medical exam done in any accredited medical clinic. The POEA usually provides a list of accredited clinics. Once you have completed the exam with a bill of good health, it means you are fit to work. Keep your original medical certificate and have it photocopied. You will need them at the next step.
Final Approval and Issuance of Order of Payment
Submit your evaluated documents together with your PDOS certificate and medical certificate. Once you are approved, they will give you an OP (order of payment) which you will pay.
Release of Papers and Documents
Go to window eight in the central office, or the releasing area, for the release of your original papers. Make sure you receive your passport and PDOS certificate.
Proceed to window one for your assessment of payment.
Payment of Processing Fees
Go to Window J and pay all required fees. These will include your POEA processing fee, OWWA and Philhealth.
After paying you will receive an E-receipt or Overseas Employment Certificate (OEC), which will serve as your OFW travel exit clearance at the immigration counters in the airport. Keep it, because you will use it in the airport for free travel tax, airport terminal fee, and reduced travel tax for dependents.

As of now my husband have complete documents, the medical result already done, employment visa chop on his passport, the only thing he is waiting is the documents verified & chop by the Philippine embassy in Brunei. currently i am working here in saudi arabia and i was directly hired as a Manager for a certain service company in UAE free zone, my employer will provide the visa and employment contract. then i was instracted to complete my requirements, Red Ribbon my school credentials and then submitted to UAE embassy for authentication. after on UAE authentication i will send my documents to my employer for my visa application. my question is if i have already my working visa, will the POEA office allow me to travel without passing through recruitment agency?

When I was in poea to get a list of documents I need for my clearance to exit, they just told me that I need visa, working permit and original contract authenticated by polo in kuwait with official reciept. But when my sponsor stars processing my papers and went to polo in kuwait, they adviced him to get registered and need agency to process my papers as skilled worker. I dont understand, what is the use of direct hiring if we still need agency to assist me so I can work abroad? It doesnt make sense to me. This concern is for my husband, he is hired directly to work in Taiwan. His broker told him that he cannot be able to work there because he's registered late by our PSA (Philippine Statistic Authority). We had complied all the requirements, and we are even willing to pay for the necessary fees. How does it's true, regarding this matter? I just can't believe them because I know that they only have a hidden agenda, I think they just mislead us to back out for they have their own person to take the slot. I am also direct hired and have already my working visa. I went to POEA a month ago but they looked for an authenticated contract. Mine wasnt. The company in china who hired me went to the Phil Embassy there to have it authenticated. But, they advised that it should be notarized and that's only step 1. A question and i need a further advice that may can help to work in abroad. Situation:
I was directly hired by my employer in south america. Since the company that hired was not able to be accredited again by the agency that they use before me. Therefore, i have my working visa, contract, and itinerary. To pass on Philippine Immigration in the Airport, i need OEC as one of the documents that i need to provide. I went to POEA to get this OEC. Sadly, POEA never gave me an OEC. Reason; my employer was not accredited by POEA anymore and POEA suggested to me that my employer should apply an accreditation to any agency so i can get my OEC. In this connection, what is the sense of direct hiring. Some employer doesn't want to work with Philippine Agency because some agency are really abusive. Please i need your advice. Hi twentyfive, i resigned from work 2months ago from an institution to which i've been employed for 5 years,but then my back up plans didn't really work out so i contacted my previous employer and applied for reinstatement which they gladly accept and started processing. You should verify 2 things in POEA first before you decide if the job abroad is legit:
1. Verify if that job has a valid Job Order
2. Verify if the agency in POEA is accredited and its licensed is not yet expired
Verification can be done via phone call or online at the POEA website.

I received a direct hire job offer from Qatar. I passed the online interview, we both affixed our signature on the contract and they send me work visa.
When I process my documents at the POEA, it was found that the company still have valid agency accreditation until July 2015 and according to the POEA the agency should process my documents.
However, the agency also could not process my documents because the company job order was already expired.

They told me to scan a piece of paper and fill it up, and send it to my employer to fill up some parts and let them apply it to the POLO office.
